i am rich chin with the department of the environment and manage the greenfinancesf program. i have been here in the past and wanted to speak on behalf of the program on this exciting next phase for the program. i think chair farrell's comments covered the gist of how we got to where we are now pretty well so i will skip over the things i was going to say. quickly just how the pace program is envisioned to work is interested property owners work directly with private contractors and apply for financing. the program reviews the application and either approves or denies on specific under writing criteria and usually property criteria and mortgage and tax payment history, the equity and property value. if the funds are dispersed for the work and the current property owner pays installment on the regular property tax bill. to be successful the program must be easy to understand for the consumer. and so we're lucky that we're in this situation now after hitting a roadblock a few years ago with the agency. the governor put funds aside to mitigate any risk to fannie and freddie so w

program with respect to our nature environment so i want to say we're pitting the nature in environment. beef heard a lot from the environment and the department has a from record and so, now we're going to add in the nature assignment to what the department does and thread that with the work in the community. i know that andy is w0r7bd how to work together but i'm looking forward to working here. i can sprk speak to the nature resources in the part of the city. we have some great nature places in her. one of the thipgdz we want to do is we want to inform the public we have nature in the city and that includes right here in the community bayview hill and a park and 494 where i was yesterday. there's a lot great work and, of course, candle stick park to have the master plan and help with the restoration of the yosemite flew and i'm happy to hear talk about katrina and sandy. we need to be promulgating to restore our nature systems for community resiliency but also for national resiliency. it's good for nature. so i wanted to just take a couple of times to talk about some of the things bo

i'm happy to see that i'm in a great learning environment. for allowing this school to continue to grow and develop on behalf of envy generation and for all those who have come after me. thank you (clapping.) hello >> hello, i'm a long the parents at creative arts. my oldest son this will be my 17th year at the school my youngest daughter is 12 she's in 7th grade. the reason we which i see arts is my middle son has dix election and i said to school with a special feed for learning difference. he bloomed at creative arts. his teachers were so poisht patient and they taught him how to read. my son has blot clotting disorders and w a single mom with 3 sons with disabilitys i've been helped even though i was panicking they take care of my children. but anyway, i attended a creative arts school and throughout the years we've increased our exist of students of color and staff of color. and made the place a better learning environment for our children. and i volunteer one hundred hours a year happily and because there a second family to me. so i lov

the environment is huge. it is stronger than willpower. surrounding yourself with artists, being in a culture where artists are driving, and where a huge amount of them is a healthy environment. >> you are making it safer. push, push. that is better. when i start thinking, i see it actually -- sometimes, i do not see it, but when i do, it is usually from the inside out. it is like watching something being spawned. you go in, and you begin to work, excavate, play with the dancers, and then things began to emerge. you may have a plan that this is what i want to create. here are the ideas i want to play with, but then, you go into the room, and there maybe some fertile ideas that are becoming manifest that are more interesting than the idea you had initially set out to plan. so there has to be this openness for spontaneity. also, a sense that regardless of the deadline, that you have tons of time so the you can keep your creativity alive and not cut it off and just go into old habits. it is a lot like listening. really listening to watch what

well, so full build out benefits many for many, many reasons and health and safety and for others the environment. i wanted to say that the budget analyst made some suggestions of having the mta, and i think it was said there are already efforts to come back to not only the mta's board but the board of supervisors with a progress reports. i think there is a recommendation from the 2011 controller's report on a number of those items and i am guessing those are already being analyzed and lookinga at reports and the budget analyst reported to us from the recommendation and six month report backs to the budget committee on progress, and my hope even from the five years ago from the bicycle plan from 2008 i think it was even goal number eight aggressively increasing funding for bicycling is something that the city has not lived up to, so my hope out of this discussion and even for the mta to have better tracking and some of the other suggestions that we get a better bang for our existing buck and that we are looking at strategically improving our spending so that we can truly be a bike friendly city s

has served the area for 1 hundred and 50 years we're planning you understand public health and our environment don't think that so come in down and see how everybody. >> all right. good morning. thank you all for coming out today i'm ed reiskin i'm the director of transportation in san francisco. i appreciate you all coming out. what we're here to talk about is safety. about a year and a half ago the board of supervisors adapted a strategic plan identifying transportation safety as the number one goal for the 6 years of the strategic plan and that will continue to be our goal. the safety of the transportation system is walking in the streets and driving a bus or riding a bike. i think the good news is that san francisco jefferson is a safe city and a muni is a safe transit agency. we're starting from a good place but there are some areas where there is work to be done. in the area of crime most types of crime are low and continue to decline on the transit system. there's a couple that are going if in the wrong direction. we're going to be talking about that today. the other piece of good news
